Terms of Use

1. Operator and service

VangarSignal is operated by Robert Harris, doing business as VangarSignal, in Texas, United States. Contact: hello@vangarsignal.com. VangarSignal provides business-development intelligence based on public federal award information and analytical prioritization.

The current experience is a website and sample-request workflow. A free sample is an acquisition/evaluation asset and a shareable intelligence snapshot. Customer login, a live customer dashboard, subscriptions and payment collection are not currently available.

2. Sample requests and availability

Build My Sample currently prepares a request in your browser; it does not transmit the request to VangarSignal. You may copy or download the prepared text and choose to send it to us separately. A request we actually receive supplies criteria for review and possible sample preparation. Receipt does not guarantee immediate generation, delivery, a fixed number of opportunities or support for every targeting profile. Availability depends on current coverage and may require manual review. Automatic customer delivery is not currently enabled.

3. Informational intelligence

VangarSignal does not provide credit underwriting, make lending decisions or determine eligibility. It does not prove financing need, purchase intent, lease intent, financial distress, a prospect's willingness to respond or that an award will create a sales opportunity. Scores and product-fit indicators prioritize potential relevance; they are not credit scores.

Public records may be incomplete, delayed, inaccurate or subsequently changed. VangarSignal does not guarantee public-source accuracy, current award status, future performance, introductions, sales, revenue or commercial outcomes. Independently verify material information before acting. Potential Value is not money already obligated.

4. Permitted use and responsibilities

Use the website and samples for lawful business research and internal evaluation. Supply information you are entitled to provide. You remain responsible for your outreach, legal obligations, independent verification and decisions. Do not submit sensitive or confidential information that is not requested.

Do not impersonate others, submit malicious content, overload the service, bypass safeguards, access private artifacts without authorization or attempt to obtain secrets. Do not present analytical signals as verified financing need or distress, or use VangarSignal as the basis for credit, employment, housing or other regulated individual-eligibility decisions.

5. Intellectual property and sources

VangarSignal branding, original software, presentation and analysis are protected as applicable. Public records and third-party materials retain their own legal status; we do not claim exclusive ownership of government facts. Your submitted information is used as described in the Privacy Policy; these terms do not transfer ownership of it to us.

References to USAspending.gov or agencies do not imply endorsement or affiliation. Third-party sources operate independently and may have their own terms and limitations.

6. Availability and access

The service may be delayed, interrupted, changed or discontinued. We may restrict access or decline requests to address abuse, unlawful use or safe operation. There is no uninterrupted-availability or service-level commitment at this stage.

7. Warranty and liability

To the extent permitted by applicable law, the website and intelligence are supplied as available for business evaluation, without warranties of accuracy, completeness, fitness for a particular purpose or commercial success. You should not rely on them as a substitute for independent verification or professional advice.

To the extent permitted by applicable law, the operator is not responsible for indirect or consequential losses, lost profits or lost opportunities arising from use of the service. Nothing in these terms excludes rights, remedies or liability that cannot lawfully be excluded. No mandatory arbitration provision or fixed monetary liability cap is imposed here.

8. Governing law and changes

Texas law and applicable United States federal law govern these terms, subject to any non-waivable rights under applicable law. This provision does not waive rights that cannot legally be waived.

Material changes will be reflected here with an updated effective date. Future paid or account-based services may require separate terms; these terms do not activate them. Initial effective date: October 23, 2026.
